Unisys Selected By Commonwealth of Pennsylvania to Modernize Law Enforcement NetworkNew High-Capacity Network to Allow State Troopers to Electronically Transmit Mug Shots and Better Communicate with Other Agencies
BLUE BELL, Pa., March 18, 2009 – The Commonwealth of Pennsylvania, through the Pennsylvania State Police, has awarded Unisys (NYSE: UIS) a contract to modernize the Commonwealth Law Enforcement Assistance Network (CLEAN), the state’s mission-critical law enforcement communications system.
Under the 18-month contract, Unisys will upgrade the CLEAN system to allow state troopers to communicate directly with other state, local and federal law enforcement officials. The contract was awarded following the release of a solicitation for bids in May 2008.
Unisys will provide a high-capacity, high-availability network that will include new features, such as the ability to electronically transmit mug shots to troopers’ cars. The new system will replace the Commonwealth’s current Law Enforcement Message Switch with a system based on an open architecture – accessible to Microsoft Windows-based users as well as to users of the existing system.
“CLEAN will assist Commonwealth law enforcement agencies in their mission to increase the safety and well-being of the citizens of Pennsylvania,” said Toni Townes-Whitley, vice president, U.S. Public Sector, Unisys. “This project will allow state and local police officers on the beat to quickly and efficiently conduct transactions such as the transmission of mug shots or access to databases of “hot files” that contain information on wanted criminals, stolen vehicles, missing persons and other information.”
The state was seeking an enhanced network to allow it to be more responsive to state and federal mandates for sharing data across law enforcement organizations.
Unisys will provide an upgraded system with a new user interface, new administrative functionality and improved security. Unisys will also be responsible for moving all user data and the state’s hot files to the new system and for the phased implementation of the system designed to eliminate downtime.
This contract underscores Unisys leadership in applications modernization and builds on a relationship between Unisys and Commonwealth of Pennsylvania law enforcement organizations that spans decades. In addition to providing the Commonwealth’s mainframe-based law enforcement network for more than 30 years, Unisys last year completed a contract to develop and implement the Commonwealth’s new criminal history system. Unisys also supported the development of the Pennsylvania Access to Criminal History system, the state’s system for conducting background checks, and the Pennsylvania Instant Check System, the state’s system for meeting federal requirements related to firearm sales.
